tool which programs ngs FLASH via JTAG pin-overriding capability of FPGA.
Must be used with cpld3_onlyclock in CPLD or CPLD removed.

ALso this tool does not like multitasking, just start it in separate DOS window and doesn't
do anything else!

It takes several hours to program everything...
